The Tekkers

I've noticed that different Section ID's get different Tekkers with different specialities. And that you can tekker a weapon +/- 10%. But what I want to know is about that noise you sometimes get when tekking a weapon. I've tested this and I can almost always get the noise by tekking a weapon over and over until I get the better of the 3 specials he offers (ie a Lord's Mechgun can be lowered to a Master or raised to a King). What I want to know is, is this 'leveling' the tekker, so that in the future he will tekk better?

From my experience, the chime that sometimes sounds after you accept a Tekker's appraisal is an indication that the weapon came out exactly as it was intended. However, the default unidentified appearance doesn't necessarily indicate the intended outcome. And oddly enough you can find a ?SPECIAL WEAPON with no percentages (which gives it only one possible outcome) and it might not give you the chime.

As for leveling up a Tekker, no. The appraisals they give are always random within those certain ranges. Grinds can go +/- 4 (to min/max), specials can go +/- 1 type (with a few exceptions), and percentages can go +/- 10%.
