Apparently, decreasing colors and changing to GIF works, though.
GIF is touchy however; so be careful.

with Jpegs you can lower it a few bytes by putting the same color together (it has to do with the algorithm and I'm not explaining it, you can figure it out logically if you think about it.) I've used this method to make a perfectly 30k bit sig

get GIMP, it's easy as shit to do stuff like that. All I did was resave it as a jpeg and adjust a slider bar for image quality vs compression as well as setting it on a slightly lower quality subspace. Which can be done in a matter of about 3-4 clicks. From the start of the program to hitting save, maybe 10-15ish.
