No. That chart was only illustrating what kinds of hentai and art its okay to be. But if you identify yourself as an animal, no matter what percent, you're a furry.

i know i said i was going to stop posting in FKL for the most part but i'm making an exception in this case,

there is actually two groups of what is commonly considered furry by the public
furry- like, identify with, or play as an anthropomorphic animal
otherkin- mostly hidden by the steoretypes against the fandom, otherkin identify with occult species, or demonic species, or just about any other mythical creature, they can range anywhere from ears and tails to full blown animal spirit

0-9%: Definitely Not Furry (As in those cat ears are fake/fashion accessories)
10-49%: Not furry
50-69%: Furry
70-99%: Dangerously Furry
