If I remember you do the mission Black Nest and go through to the lobby beyond it and bam your there Rycross loby new mission is at other door

black nest is in the dallgun viewing plaza which then leads to Rykros and the new mission

yeah, sorry I was assuming that you knew that, my brain is starting to slow down just keep heading through the guardians colony till you reach the point where you can buy kubara weapons then turn around and head back you will see black nest
