I'm not exactly sure what you're asking here... that mini-menu he pulls up? Or those smaller button icons at the very bottom?

The smaller icons are only for Blueburst. You can pull up that mini-menu if you hold the R-trigger, and hit the Y button. If you hit R you can cycle between your equippable weapons, items that you can use, and the last would be Traps (androids) or Techs (non-droids)

For the first one, if you have it on default controls you can just hold CTRL+END. If you're using a controller then it's whatever button you use to access the second part of the action pallette + whatever your chat/symbolchat button is.

For the second pic, when you go to customize your pallette, when you hover over your selection just hit the number you want to assign it to.

that is what I call "the fast options menu." On GC it would be accessible by holding down R while pressing Y.

I have no idea on BB.
you might need to hold down something on your keyboard and press something else.
