No, Ank Bico board drops from Lv150+ Jaggo Acte. Since we don't have any missions with Lv150+ Jaggos yet, we can't get the board. They'll just drop the Axe already made instead.

EDIT: Also,despite our bicos not being light, they inflict confusion none-the-less.
