Well, they did take over/sponsor Gameworks, so they definetley have the funding. I think they need their own console, so that they can do what they want with it.

So long as Sega remains in existence, the potential remains that they will release a new console. Necessarily, though, they'll need to do it within the next five years or so, while the generation that remembers them is still excitable. Truly, they have impressive potential for launch sales, provided that they do the marketing right. Quiet leaks to media outlets regarding trivial legal events relating to their past consoles, particularly the Dreamcast, seems like a good start, to me.
