I've found that 9* weapons and above like to hand you the clothing. :x I've made crappy Heavy Twins and just donate them, lol. XD I still have yet to get that rare one... The blue one. D: I have EVERY other FREAKING colour, but that one. Been trying for ages now. ELUSIVE I SAY!! >:O

have you tried buying it from players' shops?
Sometime, that can be cheaper than donating.
