These guys (http://www.pso-world.com/beastiary/psu/1/120/rappy_igg/) drop it. Though, I am not sure if they are available on US Servers right now. I don't think they'll drop it until the Formal is actually available in the Clothier, but don't hold me to that. >.>

I'm also not sure if any level Igg can drop it. I've never actually tried to hunt for it yet.

To the best of my knowledge, that drop will be added in a future update.
