Question about The Arms Dealer

I was just curious...

I've heard a few people say that if a weapon is grinded or has been broken, or really is anything other then 0/10 it can't be trading in at the arms dealer...

Like you would have to have a 0/10 Flowen's GreatSword, or 0/10 Chainsawd, and you couldn't use a 5/9, or even 1/10...

It there any truth to this?
