i found vahra claw board and im currently working on it i farmed all the items and my pm is 60 Strike and 88% chance to make should it take my chance or wait till a max star day? if that even affects synths...
if not should i max pm?

Photon fortune doesn't have any effect on synthesizing. If you want to have the best chance of synthing it, first raise your Partner Machinery to 100 Strike.

And unless you're on the japanese servers, we don't have the Mines rare mission yet. We only have forest and caves.

If you are wanting the weapon, I would look into buying a made weapon. Sure the % may not be 50%, but copernias can be sold for about 20K each on 360 and can also be used to trade for grinder base S. I would think you can get a vahra claw for fairly cheap (under 100k?).
