Not announced yet but i'd say its 95% certain you will. Ignoring the fact that v2 came out a year late and was hacked to hell, a "clause" in the Dreamarena contract says that you won't be charged anything extra from the cost of the phone call. You agree to this everytime you go online.

aww man, but in fact we get this game like 6months after PSO JP version, and its 5months after US version, well i thinks it is to, but their is still to many people in europe that still has Modem, and high fees....so and i wish it will be free!!

a hl is 100% for sure by pal version of pso. first by the uk site from amazon it clearly says it. and secondly infrogames emailed cali from Miateam saying their would be a HL. Thirdly Gamepro magazine also stated there will be a HL and there could be a second way to pay the HL. So it could either be paid with a Credit Card or through http://www.playsega.com (the site aint up yet). so its pretty damn for sure about a PAL HL!
