I remember there was a thread stating that arti diga isn't in the offline game data and that the Tiga De Ragan board could not be made because the item to make it does not drop.

Used forum search to find the thread (http://www.pso-world.com/forums/showthread.php?t=149931).

Sorry but you are out of luck. There are a few other threads talking about it as well. Some people hacked the data to get the item, but it's not part of the drop chart.
