I've never heard that quote, but the sentiment behind it is all too familiar.

My brothers' friends are like that to a tee. Except they're unabashedly stupid and don't try to candycoat it with euphemisms.

I don't think it's that bad since the person that says it usually means that they mean no offense by it, but it's awfully hard to judge the context of it this time because you've given no details. Just sayin'.

I hate it more when you ask questions so you don't assume, and in-turn the person things you are a accusing them of doing that something.

For situations like that, don't "Just say." Don't "Waste your breath." Don't "Waste my time." Mmkay pumkin?
If you've said it before, don't repeat yourself.
If it's already been stated, don't restate it.
If the person already knows, don't remind them.
If you find both you and the other person just repeating yourselves, just slap each other in the face and walk away, go buy ice cream, and skip to your homes. End.
