synthesis attribute %'s?

When synthesizing a weapon are the odds for each attribute % even?
i.e equal odds for a 12%, 28%, 46%?

no it's not, it is for the actual % pulled out as far as I know. I've never pulled out a odd numbered % weapon

while on the subject of synthing/ does anyone think that if you have a lower chance of a sucessfull synq the the better the % of the made weapon?

or is that just cowincadence
