PSO server

Has anyone ever tried/succeeded in making a PSO server? I'm not talking about one where I use my console to connect to the net through my PC. I mean an actual server where some buddies and I can connect to each other without going through the SonicTeam server.

I asume that this would hafta be made on PC but how?
If anyone has seen a site where they've done this, or even documented an attempt to do it, could you point me in their direction.
