you cannot. you can however rate the people you play with by going to the 2nd to last option in the pause menu. one of them increases the chances of you meeting that person in random play and the other is decrease chance. there is also a neutral

Nah you can only in friend play. Like if you party with a friend in your list thats hosting and that friend brings other friends in his list that you don't have, you can add them.
