The item database doesn't connect it to anything, but it says it can be used in making a weapon. So, this just some random useless drop or actually good for something?

It's for making DB Saber +, which you need both this item and a DB Saber to trade for. There is not much else to use it for unless you want the weapon.

When did you last see that? The item entry was updated when the Soul first dropped after the MAG' update.

Go look right now. It has the name in italics and says there's no legitimate way to obtain it on regional servers.

Donoph's Soul drops, yes. The DB Saber+ is not available yet.
