Number of Tagets with Ra-Techs?

i can only hit 3 enemies with my ra techs, i found a video on youtube where a mt hits more than 3 enemies with one ra-tech.
still if 4 enemies are on one spot...i hit only 3 of them

is this a special abillity from mf or can this be done at a special techlvl? or is this only released in japan?

At LV31-40, the Ra-series can hit up to four targets. This increases to five targets at LV41-50.
