If an item is a special drop does that mean that it drops on all difficulties? Does the difficulty level have any influence on the frequency of the drop? For example, the Sleep / Resist unit dropped by Magas Maggahna? Thanks!

Yes, special drops (like the sleep/resist) drop on all difficulties.
