Rappys in the event area?

I spotted random rappys and other creatures in the lobby of the Lightning Carnival a few days ago, but my friends could not see them. They all called me crazy but I saw them again!
And I took pictures this time!

Why do these rappys appear?

I've seen them before to, but i thought it was just due to being drunk...but unfortunately i wasn't. Really don't know why they're there but they aren't always there, seen them done a mission and then they were gone next round

I don't really think it's symbolic of anything... They probably just appear as part of the lobby. Though I don't really know for sure.

They probably pop in and out from view at a certain time interval that most people wouldn't notice, but then again I haven't noticed, maybe I should look some more!

Maybe its an indication for rare spawn during Charged Puzzle or World of Illusion ^^;

I had just finished a random A run at about 7:24 and there they were!

I've heard from a random person in a random party that if you see those in the Event Area then you have the rare free mission. I haven't been able to test this theory out to see if it is true yet.

EDIT: I just got the rare free mission and I didn't see any Rappies or Jaggos in the event area, so scratch that theory.
