They're in the Tower, which you can only access online, or offline with PSO Plus.

Well, there might be some special stuff you have to do to access it in PSO Plus, I'm not sure. I only played Blue Burst. You might PM AlexCraig and see if he knows, or just keep this thread open for a while :P

You could tell the difference between versions by the color of the box. Blue is plus, white is non-plus.

the Towers are part of quests, you have to do certain ones on ep2 to be able to access the Towers and fight Ill Gill, Del Lilly etc.

Yep, Seat of the Heart, really, really long quest. XD Completing this lets you access the East Tower on PSO+ Offline. :)

^ :p Also West Tower
Though you don't get the added bonus of the Gallon side quests on Plus for East/West Towers sadly.

Seat of the Heart
East Tower
West Tower
All of those are in PSO Plus's Episode 2. In order to access E/W Towers, you need to complete Seat of the Heart. As said before, there is no Gallon side quests.
Additionally, Central Dome Fire Swirl is added to Episode 1.

Is your PSO game you bought for GC? If so there is a distinct difference in the case. PSO plus is a blue case. And the white case is just PSO with out the offline extra stuff. From my experiance seeing the game cases it is like that.
I dont know if the same applies to the other consoled game cases. I know its like that for sure on the GC versions.
The enemies you're looking for (as said befor by previous posters) are found in the central control towers online. or if you have plus, ofline. the quests that ensure your arrival of seeing them are in Seat of the Heart, and East and West tower missions. which can be accessed through succeding the Gal gryphon in the games story.
It sucks if you dont have + and bought it for that much. that game isn't even that much in regular stores when I bought it. I can see the DC version selling for that much. but not that one. I'm afraid you've been gyped by the seller if in this case you dont have plus when you were supposed to get it.

Here's a picture of the Plus case. The plus is actually pretty small and easy to overlook if you're not careful, although I'm just accustomed to the original case so much that I probably missed it from familiarity.

Although, to be quite honest, you probably didn't overlook it. The quickest way to check would be to go to the quest counter in Episode 2 and talk to the quest lady. If a few quests show up, you've got plus. If not, regular.
Bummer that you were ripped off though. If you can get online, you can just download those quests though.
