Do we need to have PSP to get her as an NPC partner?

I don't know really. She is listed as an unobtainable NPC at the moment.

The mission that would allow you to get her is stated as not coming to the local servers. The items that you can get in the mission such as whitill wings, experience boost, or Vivienne has yet to be stated how they will be handled locally. ST may just give us the shaft or find another way to work them into our servers. This is all the info I was able to find on it though.
