Info from Ragol.co.uk:
"The Luck stat (LCK) helps your character get critical hits. To find the odds of getting a critical take your LCK and divide it by 4. So someone with 20 LCK has a 5% chance, whereas someone with 65 LCK has a 16.25% chance. Critical hits do 1.5x the damage the attack would otherwise do. You can only get critical hits with the Normal, Heavy, and Special attacks, that means no traps or techniques can get critical hits.
Every character starts out with 10 LCK as the base stat (the one in parentheses) and no characters gain LCK naturally, but the max is 100 for all characters."
This means with 100 Luck, divide that by 4, you have a 25% chance of landing a Critical Blow.
The only way to permanently raise LCK is if you use Luck Materials (+2 Luck per material)
Some units and weapons can raise Luck when equipped, but it cannot exceed 100.

Haha, I thought the same thing as well when I started playing. And for a while, I believed it. I remember that when I increased my luck to 16, I was finding rares more significantly...
Then I found out that it raises your critical hit ratio. Saved me from a major let-down. Quite a strange thing though, huh? As my LCK increased, so did the number of rares I raked in. But sadly, it does not change the chances of you getting a rare...
Just determines on whether or not you hit an enemy upside the head (critical) with a Frying Pan:-P
