It's A-rank (Not sure if there are other rank ones), and has an Elemental DEF of 3%.

It goes for nothing. >_> There are plenty of other resists that drop. There's: Freeze, Sleep, Stun, Confuse, Poison, Vijeri (Megid Resist) Burn, and Silence. Confuse goes for probably not even 5K. You'll end up getting more most likely, selling it back to the NPC.
