If I want to add someone to my blacklist that's been harassing me, do I have to do that while they're in a party with me? Or is there another way?

Target them in a lobby. It'll have the blacklist function. You can also blacklist someone from your Guildcard list.

Or if they write something on your bulletin board you can blacklist from there.

If I blacklist with one character does it carry over to the others? Or do I have to do it on each individual one?

It blacklists that person's account, so all of them.

You will still see that person's character, but you will not receive any messages, or see any text bubbles from him, and he can't join your party.

Yes, I've blacklisted more people in the last two weeks than in the previous two years. I love special events, but they tend to bring the lowest caliber people to the game.

Just know that people who are blacklisted by you, just as a party is unabled to be joined between you two, nor can they enter your room. Some say it hurts the economy, but there's always somebody else who will buy instead. ;)
