You do Story Mode...

well a lil of it im lvl32 but then I noticed the rares i was finding wasnt scrolling on the screen so i did multi do i need to complete story?

with each chapter of story mode you complete, you gain new missions. If you're lvl 90 and haven't done the 2nd chapter, you will still be stuck with Plant Recovery.

They don't scroll because there's nobody else for them to go to but you...

You still get them though.
