A Japanese keyboard might work. (No promises)

I'm pretty sure it won't work. I think the Xbox will just detect it as a normal keyboard.

Yes, it also works with your current PSU account. Just a very expensive way, but also the only way.

I use this (http://www.play-asia.com/paOS-13-71-m-49-en-15-phantasy+star+keyboard-70-1fpw.html) Japanese keyboard and it doesn't work.

I play PSU on my VIC-20! COMPUTER POWER!!!!!!!!!!!!!!!

...It mainly consists of dots, a few loud buzzes that sound like farts over a phone, and locks up every .35 seconds though, so go figure.

As for the Japanese, maybe try making a Japanese Xbox Live account? I know if you get a zip code or something from Japan, then you can make one (I did when I wanted to try the.... it was either Lost Planet or Chromehounds demo, I forget which). Dunno if it'll give you kana and kanji, though. Maybe if you keep switching character sets?

If you make a new gamertag you will need a new PSU account.

Also it's not problem of the console, PSO/PSO I&II had language selection from the options menu, you could not only type in japanese but also in the PSO FONT...

No, it's more a matter of region coding on the game, thereby requiring a Japanese 360.
