Best place to go for leveling?

I'm a bit confused where to go now that the event is over. I hadn't played for a long time so coming back to the event was handy. I'm about 90 now though and have no clue where most parties form up? I'm actually getting a bit worried I'll have to switch to Xbox since it's was already hard to find open groups at some times of day.

What would be the best place for a lower, level 45 character to level? I am at Paracabana Coast now, and there are no parties :/

Finding parties is what I want. I'm not looking for the fastest leveling period I just want to find people to group with instead of soloing.
