i have searched all over pso-world and around the acual game and no one knows where it drops. if anyone knows what drops it please tell me.

it dropped During "Shred The Darkness" or StD...should become available again on "Plains Overlord S3" if i remember if I'm correctly.

In other words the only way to get it now is to buy it off other players. It's a drop from a 150+ De Ragan so like Ashley said we should get it again when/if we get Plains Overlord S3 (not sure if JP has that yet) or if De Ragan's in another event.

Yup... as Ashley said,

however there is no plain overlord S3 yet even in JP, you could just say only way to obtain it now is buy it or trade it. it will be too long wait if you wanna hunt in POS3. and I think the drop rate will be much worse also.
