1) I on mission where there was Tonio, how many still to me remain to mission? How many percent I have passed?

2) When there will be a new magic, and that such weak as Diga, Megid, Foie I have finished to a maximum

1.) Your on Moatoob, you should be where I just finished, which mission 5. There are 8 total story missions.
2.)You can buy them in shops, once you passed a certain point in the game, which you should be. (I think it was story mission 2 or 3 where you can buy em)
Just go to the shops area, and go to weapon. One side will be weapons of all types, the other will be weapon PA(photon arts) just scroll down to the bottom, and you will see all the TECHNIC's.

It's very useful, and has all you need.
Also, Giresta comes as a reward for getting Force, or Masterforce to either 5 or 10.
(I believe it's force 10)
