Probably because I like grouping according to how common and who they usually affect. Fight is almost always against enemy (exception to end confuse early), Item is usually to self (I rarely use offensive items, most of the time I found you deal damage better with attacks or skills), Magic is either to Enemy or Self (depending on type of caster, makes a good middle ground), Run of course is self to get away.
