1.) Random air currents? (read: fanservice)
2.) Distance is relative. She's closer than planets in her attack aura, so hair etc. appears to be bigger

You, in knowing the source material could have had a cool plot anecdote why that bleeding color palette meaning super power or something. But it was just sudden more hair follicle power, Samson/DBZ, probably no reason why that color - could have just as well been another color.
