I dont think so... you cant use them until your mag is level 100 i think

i got lvl 200 mag with 2 photon blast

I know 2 or 3 people have tired using a MAG cell when they only had 2 blasts. So far, no one has gotten a new Photon Blast from it.

Because of this it's pretty stupid to use a cell when you only have 2 blasts,you will never get a third.
