Question about Unlocking Clothes

Is unlocking clothes based off of levels or milestones in the story mode? Example, I just made a new character. Does this new character have to go through story mode to unlock all the clothes or does she just have to get to a certain level to unlock an outfit?

I think you have to get far/beat story mode to unlock a lot of clothing, or you could use the vision phone.

If you already beat it with one character, why not transfer clothes via common box?

Use your main char who cleared the game.
-Buy the clothes you want
-put it in storage
-save
-reload your 2nd char
-take out the clothes you bought for your 2nd char and

...profit?

And yeah you have to clear the game again to unlock all
