Once you have all the PA pa's they are pretty useless. (I don't think you use em for anything else).
So, just stick em in the common box, and hope you don't run out of space.

They are used for trade in items indirectly. Adahna Cannon trade in requires Mayalee Prism. Twin Grip requires Twin Penetration and Twin Mayalee. Jou'un's Soul requires Kyumeisei-shiki. etc and so forth.

Heh, so I'm not the only one who remembers this :lol:

@OP: They're used for trade-ins, most notably for Photon Arts that can't be purchased with Meseta. On each planet (not colony) there is a mission for trade ins at the GUARDIANS Branch. For melee skills, visit Moatoob, for bullets go to Parum and for Techs go to Neudaiz.

The NPC in the mission will explain exactly the process, and tell you how many PA Fragments you need for a certain Photon Art.
