Question about a weapon

I used the vision phone to get one of the weapons and I wanted to try it out but its a rank B weapon. I'm okay with that but at the bottom theres an x next to something that says 20 ( 11 ). What does that mean that I'm missing to use it?

I means your level is too low. The number in the parenthesis is your level and the one outside is the level required to use the weapon. And even still, you have to make sure you're using type customization to enable the use of weapons above C-Class.
