it matter on which server you play because if your on US/EU Xbox or Pc it is but on Jp psu it dependes on what GAS you have because some things like Sleep crush for example on a fearac coulde make it like a 90%~ element so yah it depends

if you are facing bots then yeah (but you are more likely spam megid if you got it), but other wise an adac, adan, or diraga will work better for you since the stamina on most enemies is high enough to resist the incapacitate, while a pulling of a stun, virus, or burn will happen stick more likely and still help to control the situation
