Heart of Chao

I was wondering, where i can find the Heart of Chao...(what area, and difficulty)?

So far, it was only available during the halloween event. You had to get a jack-o-lantern from the holliday event and then use it and it would turn into a mag cell. The Heart of Chao was one of the cells you had a chance at getting. The best way was to open the jack-o-lantern offline and if it was the wrong cell all you had to do was press the reset button. Since your offline and just resetting you dont lose anything it just reverts to the last succesfull save.

Is there any way I can find any mag kits or anything without doing a quest...or am i just screwed?

That kinda sucks, i mean event quest only items seem very..uuuuummmm..cheap. i mean if they did it so you could only get the Red weapons that way, most peopel would be mad....i guess
