So when is the restricted gaurdians license for the real game?

Bleh I used to play this game(2 years) and I once saw something about sega implementing a restricted gaurdians license for the real game.I'm guessing this will be the death of the demo?anyways I wanted to know when they are planning on doing this.I miss this game dearly..
