cant find following item exchange missions

i cant not find following item exchange missions on the 3rd floor in RSD:

1. security department exchange,

2. RSD speical exchange

3.security department drop -off.


The only miison i found there are advance missions and stamp shop.

Does this happen because i am a free course?

It's the same NPC as the GA missions. Choose the 3rd option when you first speak to him. The trade missions are the first 3 at the counter.
