33% weapons?

I've noticed recently an over abundance of 33% weapons in player shops. The De Ragan Slayer is one of the weapons that I remember seeing. They're the cheapest available, but all at 33% ground, or something similar to that. Where are these from? Sorry if this is common knowledge, but I just recently returned.

If I remember correctly, the Slayer dropped during StD. (Shred the Darkness).

I could be wrong though.
