No actually impatient people don't do this because they'd go insane piping back and forth for hours on end just for the chance to get a rare monster. It wasn't intentionally "fixed" online.

The reason it doesn't work online is because the servers store the data for the monsters, so everyone sees the same ones.

Offline however, it is not saved anywhere, and new data is given to the monsters apon piping back down.
