Maybe you shouldn't support trading with duped weapons then. You're considered a part of the problem because you're encouraging it. All you can do is take screenshots and logs and show 'em to the GM's.

What confuses me is that any item exchanged in claire's deal becomes black listed...why does the quest even exist if this is the case? Because most of the items are gimmics and only a few have any actual usefulness i.e from the depths shield

'Cause then they'd have to find somewhere else to put the items, which they really can't do. So, they leave the items up, you just can't trade them.

From the Depths is hardly useful, its a pretty bad shield. But if you look at Two Kamui, it takes a TON of items to make that, and if you can trade them then you're essentially letting people dupe and trade all those items at once.
