Can you get 80% element on the PS2?

I never got higher than 60% on weapons and my Hardline armor. My PETE has the following stats: 40 Strike 20 Tech 40 Armor. Do I need a higher percentage or is it pure luck ?

Which spell does the highest overall damage ? My level 25 Nosmegid does 375% Tech but I keep reading Earth spells do more damage. I picked that spell because it was the easiest to hit since it is not a single cheap fire/ice/etc. ball that goes in a straight line and difficult to aim. Any suggestions ?

This applies to offline where %s can go past 50.

Techs have different attributes including elemental damage, number of targets hit, and target area. There is no tech that "does the highest overall damage", but rather it's better to learn which techs are better against which enemies and situations.

So, no one knows about elemental percentages ???

By Highest damage, I meant the highest % the spell does. I even gave my level 25 Ramegid at 375% as an example.
