Go Vahra Claws exra target

According to PSUpedia, ( http://psupedia.info/Go_Vahra_Claws ) these hit one extra target. Is this just for it's normal attack animation or is this for it's pa's as well?

All "extra target" weapons only hit extra targets for their regular attacks in PSU.

It only applies to Photon Arts in the Portable games (Kansho-Bakuya + Assault Crush = twice as devastating!)
