This happens to almost every moving texture in the game over a period of time. It has been in the game since Dreamcast v1.

..I think he's referring to the pinkish textures on-screen. Honestly, I forget what they usually look like, every area is just a blur in my mind. x_x

the reason the texture is all wavy is because there are lots of vertical or horizontal lines on it very close together.
and when you get at a certain angle it starts getting wavy.
thats the best reason i can think of with all my experience of working with textures.

Not really. The textures don't bend *that* much at an angle. This is what it looks like normally:
