Color Over You Name Question

I know how to get the color over your name but i saw someone with the colors scrolling does anyone know how to do that?:-?

There's a text command u can type or set it on a shortcut from F1-F12 that will change the title. People have been using it to change the message's color as if it was automatic or something. So it must be the same thing for what you have seen; just in case you have to be there to change it there's no program or anything that change it for you.
