how is the max % given from a photon fortification???

You can only get 15% in bonus from Photon fortification at maximum. The amount gained in %s usually varies in increments of 5% as well, so you can only get: +5, +10 or the max, +15%.

EDIT: Also, since the game can only be saved when YOU want, do your best to reload your save and get that 15% bonus.
