Finding Rares

I don't find rares. The rarest thing I've found is a fake AGITO. I heard that once you play 100 hours, the likelihood of finding rares goes way up. Is this true? I've played 80 some hours, and I find very little. Also, do you find more playing offline?

Well, I've found better stuff offline than I have online. Whether that's the trend, or just coincidence, who knows? It's based on luck, and different section ID's have better chances of finding certain items. Just keep looking through the Mines & Ruins on hard & VHard, and you're bound to find something good eventually.
